Effingham County Released Inmates
A release means one named custodian ended physical control. It does not always mean the person went home. Effingham County Jail may release someone under a court order, after time served, or to probation. It may instead transfer a sentenced person to IDOC, return someone housed for another county, or hand the person to another lawful custodian. Once the jail closes its custody entry, a current lookup may no longer display the person. The lasting proof then comes from the sheriff movement record, court order, VINE event, or the receiving agency.
Labels matter. Pretrial release permits community release under a court order. Time served means the imposed jail term has been satisfied. Probation is court supervision in the community. Parole or mandatory supervised release follows an IDOC prison term and remains state supervision. A dismissal resolves a charge but does not cancel another hold. A transfer ends Effingham custody without ending custody as a whole.
How People Are Released from Effingham County Custody
The destination field separates a true community release from a transfer. Read the court and custody records together.
| Exit | Meaning | Next record |
|---|---|---|
| Pretrial release | Release under a judge's order | Court order and sheriff timestamp |
| Time served | County sentence completed | Sentencing order and release record |
| Probation | Community sentence with court conditions | Circuit Clerk and county probation |
| IDOC transfer | State custody begins | IDOC offender search |
| Other-county return | Originating agency resumes custody | Sheriff movement destination |
| Federal or ICE handoff | Another sovereign assumes custody | BOP, federal docket, USMS, or ICE |

How to Obtain an Effingham County Release Record
Send a focused Illinois FOIA request to foia@effinghamcountyil.gov or the F.O.I.A. Officer, Effingham County Sheriff's Office, 101 N. 4th Street, Suite 101, Effingham, IL 62401. Records & Investigations is 217-342-8464. Office hours are weekdays, 8:00 a.m. to 4:00 p.m.
- Identify the person, booking range, case number, and known agency.
- Request the booking, custody-movement, release date and time, authority, destination, photograph, and property receipt.
- Ask for electronic delivery where practical.
- Review any denial or redaction by the cited exemption.
- Reconcile the response with the signed court order or receiving-agency record.
Inspection is free. The first 50 black-and-white pages are free, then the published charge is $0.15 per page. A CD or DVD is listed at $0.75. Certified-mail charges begin at $8.15 for the first ounce plus $0.20 for each added ounce. Verify fees when submitting. FOIA response timing depends on the request and any lawful extension, so keep the submission and the agency's written response.
Laws Governing Effingham County Release Records
The Illinois Freedom of Information Act supports requests for identified public records, but exemptions, redaction, and review still apply. Section 2.15 concerns arrest information and does not create a 72-hour release archive. Juvenile, sealed, expunged, impounded, medical, and exempt law-enforcement material cannot be promised. Illinois sealing and expungement under 20 ILCS 2630/5.2 may change public access to eligible records, but roster absence alone proves neither relief nor release.
How to Find a Released Effingham County Inmate
Effingham County has no verified county-operated roster, 24-hour release list, 72-hour list, or historical release archive. Start with a precise identity and follow the custody path rather than searching the same name in unrelated systems.
- Open Illinois VINE and compare the full name, agency, facility, and any available identifier. Save the exact status and event time.
- Call Effingham County Jail booking at 217-342-3866 if the event is absent or unclear. Ask whether the person left for the community or another custodian.
- Search the Effingham criminal docket through Judici for a signed release or detention order, dismissal, probation sentence, time served, or IDOC commitment.
- Search IDOC when a state sentence or transport is possible. Intake can take time to appear.
- Use BOP only for federal prison custody, the federal docket or U.S. Marshals route for federal pretrial custody, and ICE's locator only for immigration detention.
- Request the sheriff movement and release record when an online result cannot establish authority or destination.
Illinois Department of Corrections Offender Search for Released Inmates
The IDOC Individual in Custody Search covers people committed to Illinois state custody, not a person who served only at Effingham County Jail. Search by last name, IDOC number, or birth date as the interface permits. Compare the name, number, parent institution, location, physical profile, admission data, and every sentence row before drawing a conclusion.
| IDOC field | How to read it |
|---|---|
| Offender Status | Overall state custody or supervision status |
| Location | Institution or parole district |
| Projected Parole Date | Current estimate for prison-to-supervision transition |
| Parole Date | Recorded physical release to supervision |
| Projected Discharge Date | Later estimate for completion of state sentence and supervision |
| Sentence Discharged? | Status of that sentence row, not always the whole record |
A top status of PAROLE with a parole-district location and Parole Date supports release from an IDOC institution into community supervision. It does not show final discharge when the projected discharge date remains in the future. For a lasting or consequential conclusion, use the written-verification address in the IDOC search disclaimer.
Effingham County Jail Releases and Recent Releases
The sheriff's jail page sends inmate inquiries to VINE. It does not publish a rolling feed, release-photo gallery, update interval, retention period, or locally hosted historical record. Illinois FOIA section 2.15 requires qualifying arrest information to be furnished within 72 hours after arrest, subject to legal limits. That rule is about arrest disclosure, not a three-day release list.
For a same-day event, use VINE and then verify with jail booking. For a durable answer, request the release time, authority, and destination. The dedicated Released Last 24 Hours guide explains how to reconstruct a short window without pretending an official feed exists.
Effingham County Supervision After Release
Probation and parole are different. Effingham County Probation supervises a community sentence imposed by the circuit court. IDOC's Parole Division supervises parole and mandatory supervised release after state prison, while the Illinois Prisoner Review Board sets applicable conditions, conducts revocation proceedings, and may approve final discharge.
Probation: a court sentence served in the community.
Parole or MSR: community supervision after release from an IDOC institution.
Final discharge: the later end of the state supervision phase.
The probation office is at 120 W. Jefferson Avenue, Suite 102, Effingham, with phone 217-347-7931. IDOC public information is available at 217-558-2200. No public county probationer list was found, so verification starts with the court file and the appropriate office.
Effingham Release Alerts and Federal Records
Illinois VINE supports a specific-person custody check and phone, text, or email notifications as offered. Register from the correct matching record, retain the telephone PIN, and complete any confirmation step. Support is available around the clock at 866-566-8439. A transfer alert is especially important because it prevents an Effingham jail departure from being mistaken for the end of all custody.
Federal systems answer narrower questions. The BOP locator covers federal prison custody and can show a release date or that a person is not in BOP custody. A federal pretrial person is generally traced through the federal court docket, clerk, or appropriate U.S. Marshals contact. The ICE Online Detainee Locator covers immigration detention. No federal prison or ICE contract facility was verified in Effingham County, so these are exception paths triggered by known federal or immigration involvement.

Getting Home After Effingham Release
Effingham County Public Transportation is a demand-response option open to the public, not a jail shuttle. County service is listed on weekdays from 6:00 a.m. to 8:00 p.m., with one working day's advance reservation encouraged. The published in-county fare is $3 one way or $6 round trip. Call 1-855-755-2478 and confirm current service, pickup location, and timing. No source promises coordination with jail processing, identifies a release-door stop, or guarantees a ride when release occurs.
Effingham Jail Bond and Release Orders
The jail page retains a “Bond Information” heading, lists cash and credit card, and states that GovPayNet or GovPayNOW users must call the jail for required information. It lists a 7 percent card charge. Illinois pretrial law has changed, so the page's label does not mean every person can buy release. The individual court order controls detention, release conditions, and any applicable financial term. Verify the order in the docket and the actual jail action in the sheriff record.
Effingham Jail Numbers in Context
The 2024 inspection reported 58 rated beds and 25 people on August 22, 2024. January 2025 committee minutes later mentioned 30 people and declines in bookings and meals. These are dated capacity and operating snapshots. They are not annual release totals, a live population, or proof of average stay. The honest measure for one person remains the booking, movement, and release record.
Effingham Release and Care Information
Inspection and Human Rights Authority materials document mental-health screening and a policy for community-treatment information when ongoing services are needed after release. Named providers include Advanced Correctional Healthcare, Lawrence County Health Department, and Heartland Human Services. Illinois jail standards also address resource information and access to relevant records for qualifying releases. This supports navigation only. It does not establish that each person receives the same plan or services.
Effingham Property After Custody Movement
The jail inventories and secures property at intake. A person may request release of property, with signatures from the incarcerated person and recipient. Clothing may be retained for use at release. After transport to IDOC, unclaimed property is held for 30 days before destruction. A U.S. mailing request may be made at the person or family's expense during weekday hours. This deadline shows why families must distinguish an IDOC transfer from community release.
Effingham Court Orders Explain Release
The Circuit Clerk directs criminal searches to Judici and accepts transcript requests by email when the case number, hearing date, and phone are supplied. A signed order can separate pretrial release, dismissal, probation, time served, and IDOC commitment after a custody result disappears. Courthouse electronic-device limits make it wise to preserve or print the case details needed for a public terminal or clerk request. A docket result should still be paired with the sheriff timestamp when the exact physical exit matters.
Effingham Sealing and Record Access
The Circuit Clerk links Illinois sealing and expungement forms. The Effingham Legal Self-Help Center at the public library provides computers, forms, instructions, printing, and scanning, but it does not give legal advice. A 2023 local summit is evidence of past assistance, not a currently promised clinic. Sealing or expungement can affect visibility only through the applicable legal process. It must never be inferred from a missing roster entry.
Effingham Jail Houses Other Counties
The jail was built in 1990 and houses people for area counties as needed. That regional role changes search strategy. Record the originating agency and destination because a person may return to the county that placed them in Effingham. Searching only the Effingham court docket can fail when the underlying prosecution belongs elsewhere.
Effingham County Detention Facilities
Effingham County Jail is the only verified detention facility physically in the county. It can release a person to the community, transfer a sentenced person to IDOC, return someone to an originating county, or hand custody to another authority. No separate state prison, federal prison, ICE detention center, or juvenile detention center was verified in Effingham County. State and federal tools remain destination searches, not additional local facilities.
